CAX FORUM 2017

 

This year, CASPOA, NATO Air Operations CoE, participated once again in the NATO CAX Forum held in Florence (ITA) from 26 to 29 September. The delegation was composed of Mr. Palabost, Adviser to the Director and Major François, the Simulation and Experimentation Division Deputy. This latter presented to the community of simulation and training experts, based on Computer Assisted eXercices (CAX), a briefing on all the specificities of our Centre of Excellence in the field dedicated to air operations. It is also an unmissable annual meeting where no less than 230 people attended and exchanged their points of view. For more information, please visit the MS CoE official website:

HISTORIQUE

  • Août 1997, création du CASPOA dans un lieu chargé d’histoire : l’ancien poste de commandement gouvernemental « Gypse ». Cet ensemble est situé sur la base aérienne921 de Taverny au fond de l’ouvrage enterré,
  • 1998 , premiers stages IOA (Initiation aux Opérations Aériennes) et ICC (Integrated Command and Control) dispensés au CASPOA. Plus d’une centaine de stagiaires, principalement français furent accueillis durant cette année,
  • 2000 , premier CPX/CAX (Command Post eXercice/Computer Assisted eXercice) de l’armée de l’air organisé depuis le CASPOA lors de l’exercice ODAX 2000. Montée en puissance de l’unité avec plus de 350 personnes formées dont plus de 20% d’étrangers,
  • 2001, mise en place de différents stages de formation aux opérations aériennes tant au profit des militaires français, tous corps confondus, qu’au profit des militaires étrangers :
    • Stage de formation qualifiant de niveau Q1 (Air battle Elementary Training Course)
    • Stage de formation qualifiant de niveau Q2 (Air BattlePlanning Management Course)
    • Stage de formation qualifiant de niveau Q3 (JFAC Commander Course)
  • 2002, déménagement du CASPOA à l’extérieur du souterrain dans un bâtiment plus fonctionnel. La capacité d’accueil améliorée ainsi que la modularité de ses salles techniques en font un lieu idéal pour l’unité,
  • Octobre 2004, tournage du film de Gérard Pirès « Les chevaliers du ciel » sur la base aérienne de Taverny. Le plateau technique a été utilisé par l’équipe pour réaliser une scène du film. Le réalisateur a aussi recruté sur place des figurants parmi le personnel de la base aérienne,
  • 12 février 2008, accréditation du CASPOA en tant que Centre d’Excellence de l’OTAN,
  • Septembre 2010, transfert du CASPOA de la Base aérienne 921 de Taverny vers la Base aérienne 942 de Lyon Mont Verdun où il rejoint le Centre National des Opérations Aériennes et le FR-JFACC au sein de la Brigade Aérienne des Opérations,
  • Octobre 2010, le CASPOA est pleinement opérationnel sur son nouveau site.
  • 16 janvier 2012, Le statut de Centre d’Excellence du CASPOA est confirmé par le Comité Militaire de l’OTAN suite à l’audit réalisé par ACT en septembre 2011.

MSG-128 Experimentation at the Air Ops CoE

In March, the experimentation carried out in thMSG-128 at the Air Ops CoEe framework of the study called “MSG-128 Incremental implementation of NATO Mission Training through Distributed Simulation (MTDS) operations" enabled the connection of different simulators that were distant. To this end, the CASPOA – Air Operations CoE, resorted to the simulation engine of NATO ACCS ("Poseidon"), and linked Germany, the Netherlands, Norway and Canada through a dedicated network (SimDex + CFBLNet). Each of these countries provided an operational capability with their respective simulators.

Thanks to the interoperability of the various air simulation systems of this NATO community, and thanks to the industrial support for France of the two Thales entities (Thales Air Operations and Thales Training and Simulation), the Centre contributed its expertise in the field of Air C2 while addressing the technical challenges for the implementation of such a structure. With the introduction of the simulation capability provided by the future ACCS system, this exercise has been a key step in the Center's progress to such a training capability.

In the end, the study group must decide on the definition of a standing technical infrastructure and make recommendations for the interconnection of simulators that can be envisaged during a disjoint distributed collective training. The next step will be the study of the capability of such a technical-operational architecture at the Alliance joint-level.

Locked Shields 17 at the CCD CoE

By the end of April, two technicians of Air Ops CoE attended Locked Shields 17CASPOA – Air Operations CoE – were mandated to Tallinn to participate in the execution phase of a cyber exercise "Locked Shield 17" that took place within the Cooperative Cyber Defense (CCD) CoE. Their mission was to support technically the ICC software and the RAP simulation. This participation has been particularly fruitful insofar as ICC was implemented on a different platform. Moreover, the capabilities of a virtual network, more complete and complex permitted to identify future path for equipment progress.

Finally, Tallinn CoE capability that equipped up to 20 different platforms at the same time with simulation systems showed that the latter could be implemented fairly easily.

39th Business Meeting of the NMSG

Mr. Palabost, Advisor to the Director of CASPOA201704-BM-NMSG - Air Operations CoE participated in the 39th Business Meeting of the NATO Modelling and Simulation Group (NMSG), held in Brno, Czech Republic, from 24 to 28 April 2017.


The NMSG is part of NATO's Science and Technology branch and presents the advances in terms of modelling and operational simulation for the Forces. Mr. Palabost addressed the latest acitivities of the Air Operations CoE:
- new "ITC Course" in collaboration with the Deplyable Air Command and Control Centre (DACCC),
- upgrading between versions 2 and 3 of the Virtual Battle Space (VBS) software,
- technical participation in the exercise "Locked Shield 17",
- experimentation in the interoperability with our allies: the MSG-128 studies.
